The Tennessee chapter of The American Society for Public Administration recognized TSU's Dean Bruce Rogers at its Public Service Recognition Week breakfast on May 10, announcing the naming of a new scholarship in his honor.

"The Council wanted to recognize Dean Rogers' career of teaching and leadership, which has been fully in keeping with our own mission of advancing excellence in public service. It's very appropriate that this award should be devoted to students, given his dedication to improving the education of those preparing for public and nonprofit work," said TN-ASPA chapter president Meg Streams, a TSU faculty member in public administration.

Dean Rogers will retire this summer after 40 years of teaching and leadership in the field of public administration. He earned his B.S. degree from the University of Binghamton and his Ph.D. degree in Public Policy and Administration from Indiana University, where he was a National Defense Education Act fellow. He has been a tenured faculty member at The University of Tennessee, Knoxville in the Department of Political Science and the Bureau of Public Administration. He served with tenure as head of the Public Administration Program at The University of Tennessee at Nashville and then as a tenured faculty member at Tennessee State University, where he was the Coordinator of the Graduate Program in Public Administration for ten years. Dean Rogers was responsible for the development of TSU's Ph.D. program in public administration and the Graduate Certificate Programs in Nonprofit Management and Health Administration and Planning. For 20 years he received grants from the Robert A. Taft Institute of Government to introduce teachers to civics education and politics through summer programs. He has led TSU's College of Public Service and Urban Affairs since August 2008, and has twice served as president of TN-ASPA.

Graduate and undergraduate students in specific fields relevant to public service at regional colleges and universities will be eligible to apply for the Bruce Rogers Public Service Textbook Scholarship. Applications will be accepted annually for the award of up to $500. The application period and eligibility criteria will be announced on the TN-ASPA website (http://tnaspa.wordpress.com). The organization also announced the creation of the TN-ASPA Student Conference Travel Award, to help defray the costs of travel to either the spring national American Society for Public Administration (ASPA) conference or the fall Southeastern Conference for Public Administration conference. Undergraduate or graduate students from regional universities whose presentations are accepted for these conferences are eligible to apply. Cliff Lippard, who received his Ph.D. in public administration from TSU in May, was the first recipient of the TN-ASPA Student Conference Travel Award for his presentation on "Intergovernance" at the national ASPA conference in March.

TN-ASPA is the local chapter of the American Society for Public Administration, a national organization representing all forums in the public service arena since 1939. The Tennessee chapter invites all those interested in public and nonprofit service to consider joining and attending events, which include Third Thursday lunchtime lectures and the Annual Fall Symposium; you can learn more about the group at http://tnaspa.wordpress.com.
