Arie Halachmi Earns International Distinction as Fulbright Chair

The Council for International Exchange of Scholars has named Tennessee State University College of Public Service and Urban Affairs (CPSUA) Professor Arie Halachmi a 2010-11 Fulbright Distinguished Chair in International Business – the University’s first scholar to get such an honor.

Halachmi will spend a semester in Linz, Austria, teaching a graduate course on performance management and program evaluation. He will also lecture on the subjects of public accountability and governance issues at various universities in and around Austria.

“I will be working with doctoral students on the extraction of publications out of their dissertations that would survive peer reviews. I will also be involved in various research projects at the Institute of Behavioral Accounting,” said Halachimi of his new distinction.

Halachmi has published 15 books and almost 300 scholarly articles throughout his distinguished career.

Several of his articles have been re-published in foreign languages such as French, Spanish, Arabic, German, Greek, Chinese, Korean, Dutch, Danish, Swedish, Finish, Italian and Indonesian.

The Distinguished Chairs Program is designed for eminent scholars with substantial experience and publications in their respective fields. Awards in the Fulbright Distinguished Chairs Program are viewed as among the most prestigious appointments in the Fulbright Scholar Program.

“Dr. Halachmi has a rich track record in public sector performance, program evaluation and policy analysis. We are pleased to have him represent TSU, the College of Public Service and Urban Affairs and the state of Tennessee in the Fulbright Scholar Program,” said Dr. Rodney Stanley, head of the CPSUA’s Department of Public Administration.

Earlier this year, Halachmi was selected as the recipient of the 2010 Paul P. Van Riper Award for Excellence and Service from the American Society for Public Administrators (ASPA). This award pays tribute to an ASPA member who has made significant contributions to both the academic and practitioner communities of public administration.

A practitioner who became an academician, Halachmi has served as a consultant to public and not for profit agencies at all levels of government in the U.S. and more than 20 countries throughout Europe, Asia, Australia and South America.

In addition to his post at TSU, Halachmi holds the rank of research professor at the Center for Public Administration Research at Sun Yat Sen University in China. The center is China’s top research facility in public management.

In 1996, he was a fellow of the Inter-university Institute of Government of the Netherlands and continued to lecture and do research there through 2000 as a visiting professor at the University of Twentee—the leading university in his field.

“I received a tremendous amount of positive feedback from my academic peers for surviving the selection process for the Fulbright Distinguished Chairs Program. It was a very rigorous and competitive process on both sides of the Atlantic.”

Halachmi is the recipient of many awards for service and academic achievements at the state, region and national levels in the U.S. and from governments and universities abroad.

In September 2004, while chairing an international group of consultants that was assisting the newly elected President of Indonesia to introduce reforms, Halachmi’s achievements were recognized from the floor of the U.S. House of Representatives.

Halachmi’s appointment to the distinguished chair at Johannes Kepler University in Linz, Austria, begins in March 2011.
