Greetings Colleagues,

Phase IV of the Leadership Program is providing focused programming on user assessment and mini-grants of up to $7,500.00 for seven HBCU libraries for local implementation of LibQUAL+(r). A suite of services developed and offered by the Association of Research Libraries (ARL), the LibQUAL+(r) program is developed to "solicit, track, understand, and act upon users' opinions of service quality." It is designed around a web-based survey that measures library users' minimum, perceived, and desired levels of service quality across three dimensions: effect of service, information control, and library as place.

The goals of the Leadership Program user assessment initiative are to: increase understanding and knowledge of assessment strategies, demonstrate the role of assessment in improving service quality, strengthen library capacity for engaging the entire campus community in library planning and service development, and to build a support network within the HBCU library community to provide expertise and best practices in user assessment.

Training was provided to sixty participants this past October on theory and context for user assessment and an introduction to LibQUAL+(r).  As an enhancement, case studies were presented by HBCUs that have used LibQUAL+(r), focused on process, outcomes and impact.

I am pleased to announce the seven institutions that have been awarded a mini-grant:
