On April 9, 2012 HBCU-Brazil Alliance entered into a Memorandum of Understanding with Science without Borders, an organ of the government of Brazil.  Representatives of Hampton University, Howard University, Morgan State University and North Carolina Agricultural & Technical State University were available. The Memorandum of Understanding was signed by Dr. T. Joan Robinson, Chair, HBCU-Brazil Alliance and Provost and Vice President for Academic Affairs at Morgan State University.

To support the U.S.-Brazil Joint Action Plan on Racial Equality, the United States and Brazil are promoting and expanding academic exchange opportunities between U.S. Historically Black Colleges and Universities (HBCUs) and Brazilian universities. A Memorandum of Understanding between U.S. HBCUs and Brazil's Federal Agency for Support and Evaluation of Graduate Education (CAPES) calls for increased cooperation and exchanges between Brazilian education institutions and HBCUs in the United States.

This conference took place during Brazilian President Dilma Rousseff's visit to the United States and reflects the depth and positive focus of the bilateral relationship.  The Partnership for the 21st Century conference is a joint effort to continue to grow commercial, economic, educational, and innovation ties between our two countries. The event includes panel discussions on business and trade advancements and on education and innovation cooperation, including President Obama's 100,000 Strong in the Americas goal and President Rousseff's Science without Borders initiatives.  Secretary of State Hillary Clinton participated in and delivered opening remarks at the "Brazil-U.S.: Partnership for the 21st Century" conference, alongside Brazilian Foreign Minister Antonio Patriota.
