The Program Officer position is a more senior level position that requires experience in the field.  The Program Specialist is a great opportunity for someone newer to the field, with some project management experience, looking to gain experience with a broad variety of library types. Office of Library Services, Discretionary Grant Programs, GS-13, Senior Program Officer

This is the position of Senior Grants Management Specialist (Senior Program Officer) with responsibility for contributing to and assisting with the management of the national digital initiatives and infrastructures portfolio of grants (see herehttps://www.imls.gov/sites/default/files/publications/documents/imls-digital-platform-report.pdf for more information about NDII) within the Office of Library Services (OLS). Provides expertise internally within OLS and externally on programs and other initiatives related to ongoing development of digital library infrastructure and services nationwide. In particular, the Senior Program Officer is responsible for a portfolio of grant projects focusing on approaches, practices, and impact of digital libraries, digital preservation, and digital and community archives. S/he supports programmatic activities and grant projects involving equity, diversity, and inclusion in the research, design, or modification of library and archival digital collections, practices, tools, methodologies, and services. The Senior Program Officer's portfolio will also include projects involving user-centered design thinking and accessible and inclusive practices for digital library design, development, and scaling. Reporting to the Associate Deputy Director for Discretionary Programs, s/he works closely with team members and discretionary and programmatic grant programs within OLS to develop overall strategy encompassing research, grant making, and policy agendas, as well as communications initiatives, in support of ongoing national development of digital services and resources in libraries and archives. As a member of OLS Discretionary Programs, a collaborative team, s/he will contribute to and manage a variety of assigned grant programs, and will also be responsible for working on project-based and interagency teams.

Office of Library Services, Grants to States, GS-9, Program Specialist (promotion potential to GS-11)

Under the supervision of the Associate Deputy Director for State Programs, and in coordination with the Program Officers, the Program Specialist will provide project management support, track and file official grant records, support online systems used by the program, and respond to external and internal inquiries about the program. He/she will ensure that all program contacts and certifications are complete and updated in a timely manner.  He/she will assist in liaising with States on grant administration matters as needed, and coordinate the finalization and dissemination of grant documents.  He/she will work closely with program staff and other agency staff as needed to develop and deliver convenings, training webinars and presentations on grant processes, requirements, and other matters.  He/she will manage workflows related to the program's website content and prepare responses to Freedom of Information Act requests.  He/she will participate in agency-wide teams and perform other related duties as assigned. He/she adheres to deadlines, and plans and processes work accurately.  He/she takes initiative and sees assignments through to completion with appropriate follow-up.
