North Carolina Central University News November 14, 2017 Cuban Secretary to U.S to Lecture at NCCU North Carolina Central University will welcome Miguel Fraga, first secretary of the newly re-established Cuban Embassy in Washington, D.C., on Thursday, Nov. 16, 2018, for an address on Cuban-U.S. relations. Fraga was named first secretary following former President Barack Obama's decision to restore diplomatic relations between the two countries in July 2015. His talk will take place at 1 p.m., in the Nursing Building Auditorium (Room 1110) on campus and is titled "A Look to U.S.-Cuban Relations: Past, Present and Desired Future." Fraga served at the Cuban Embassy in Canada from 2008 to 2011. He previously worked in the Ministry of Foreign affairs in both the North American and U.S. divisions and in the Office of the Minister. From 2003 to 2008, he was a member of the People's Power Provincial Assembly of the city of Havana, the provincial parliament in Havana. Fraga is a 2003 summa cum laude graduate of the University of Havana Faculty of Law and holds a Master of Science degree in foreign relations from the Raúl Roa García Higher Institute of Foreign Relations.
